Why the recent John Webb image shows NAKED black holes outside Galaxy clusters and not inside.

Why central black holes are shrouded by plasma clouds like M69, but are naked if seen outside a Galaxy cluster as below.
Explanation, the central galaxy black hole attracts other stellar nurseries also electrical guided by the Birkeland currents system ( Q-FFF Theory), which are supposed to be formed by the new physics Galaxy Black Holes ( GABHs) ond even Stellar BHs (SABHs). Both types create an a-symmetric Birkeland current carousel with the central star or galaxy black hole. That is why only the central black hole is shrouded by plasma and even temporary black holes before merging.
