Hawking seems to be right that there are Dark Matter Black Holes after the Big bang creating star clusters or small massive galaxies..

According to the Q-FFF Model,  We seem to live inside an exploded Dark Matter Black Hole universe, filled with oscillating dark energy Axion string vacuum particles and accelerated Tadpole BH chunks merging into larger BHs or into equal sized dual BH based Herbig Haro star forming systems.

Consequently, the Big Bang represents a Dark Matter Black Hole splitting Singularity into multiple Monster Primordial Dark Matter Black Holes creating Monster Star clusters, after traveling and pushed by self produced plasma tails, (by the Penrose trapped space horizon)  they combine into dual black hole based Monster Herbig Haro Galaxy systems, and the filamentary Lyman Alpha Forest in space. 
The recently found universal background ''Humm'' seems the origin of the dual monster combining black holes into Herbig Haro systems or growing cobbling mergers.
So we have to differentiate two different Monster Humms! the Herbig Haro Humms and The merger Black Hole Humms, also for all smaller dual HBs.

According to the additional Dark Matter Black Hole Big Bang Q-FFF Theory, forming Star Clusters around each (Penrose) Trapped Space Horizon of each black hole.
It was an old idea of Stephen Hawking’s: Unseen “primordial” black holes might be the hidden dark matter. It fell out of favor for decades, but a new series of studies has shown how the theory can work.
The original idea dates back to the 1970s with the work of Stephen Hawking and Bernard Carr.
