According to the Q-FFF Theory,
The inertia of Baryons seems to be based 0n the form of the Nucleus pushing against the local oscillating Axion Ether with oscillating  vacuum energy described by the Q-FFF Theory.

The dual Gravito /Vacuum pressure on black holes and normal stuff. combined with the absolute speed of the atoms in the vacuum seem to shape all nuclei to become Inertia 
So the deformation of the forme of each nucleus is the origin of the Nuclear Atomic Inertia of the object.

The Black Hole Nucleus seems to be a globular nucleus.
But Baryonic matter has pointed nuclei to show inertia, able to deform into a different shape.
