The Dark Matter Black Hole splitting and Pairing process from the Big Bang start, is the start of the self organisation of the universe. 
The Big Bang Black Hole splitting is supposed to be caused by decrease of the Higgs vacuum density.
The pairing of the Black Holes is based on the idea that Bhs have a Fermion repulsion horizon and produce plasma by pair production around the firewall.
Thus all BHs have a plasma shell around.
If there are other BHs nearby these plasma shells will be attracted and polarized in the form of pushing tails pointing into the direction of these attractors.
As a result we see multiple paring Bhs inside Nebula often in the form of Herbig Haro systems, but also as Bok globules. see ;
If the ration between encountering black holes is at least 0.6x then I assume there is a possibility of BH splitting into TWO equal parts, able to form a Herbig Haro system with star forming in between the two Hotspot BHs..
