Most massive galaxy clusters are found in the early universe. This seems to have a logic origin in the Big Bang String Nucleus explosion and splitting model of Q-FFF Theory. Early Star forming Herbig Haro systems in the early universe, are equipped with larger dual Hotspot Herbig Haro black holes for bigger short living stars, seeding the universe with lots of stars.. see:

Young Herbig Haro supernovas nearby Sagitarius A east of the Milky Way black hole.

 According to Q-FFF Theory, Herbig Haro black holes are more attracted to larger Black Holes than stars or Gas Mass. 

So, we observe twin black holes (Herbig Haro BHs) and former gas jets separated from each other, sometimes also remnants from dwarf lax supernova.
