Q-FFF Theory:
All Dark Matter Black Holes seem to have NO Mass, they create and repel Fermions out of the oscillating Axion Vacuum by opposite Axion collision at the "Trapped Space Horizon", described by R.Penrose. Equal sized Bhs, form dual “BH Herbig Haro systems".with a plasma Bar and baby star production in between, at the white hole location. (below)

The Problem:
Why do supermassive Black Hole approach each other only up to one parsec distance? ; In short:
by the comparable large scale system, such as the creators of Plasma Bars, inside Spiral Galaxies, before both equal sized Tadpole Bhs (the plasma creators of the galaxy arms) form two opposite spiral jets. The premise is, that both super large BHs have about the same diameter between the horizons. like all Herbig Haro Bhs do.
Future observetions should show us such equalities between these one parsec - super heavy galaxy BHs.
According to my Q-FFF Theory ( Quantum Function Follows Form model.)
1: Black Holes have no baryonic mass however, still vacuum push gravity, , which makes them able to form Tadpole Bhs travelling through the universe, pushed by self created plasma tails which are guided by the local gravity differences. made by the other local BH s and Baryonic matter like plasma.
Conclusion: Equal sized Herbig Haro tadpole black holes, do not merge but are pushed away from each other by so called Plasma Bars in the center of the formed spiral plasma stucture. acting as motor to form the system and stay in the centere of the rotating dual Jets and form the so called self created spiral Galaxies.
Both Black Holes divided by their plasma bar are pushes away from each other, but also perpendicular from the central Black Hole rotation disc into opposite direction forming two jets .
The Both Herbig Haro black holes seem to form the tip of each jet and decellerate to so called Stellar Anchor Black Holes (SABHs) , forming still baryonic matter and small stars aaround each SABH black hole. see: Cygnus A.
