Equal sized BHs are not supposed to merge, but repell from each other and form a "Herbig Haro system" with star formation in the middle.
However, If the ration is 1>> than 1.9, up to say 50.we may expect to find a splitting BH. system creating a Herbig Haro system.
If the ratio is much higher I suggest:above 1: >> 50 the direct absorption by the larger BH should be happening 

Black holes seem to be able to move away from the gravity centers

The smallest and largest black holes seem to be able to move away from the center of gravity in small scale Nebula and even in Galaxies!!

According to Quantum FFF Theory, it is

assumed that the Galaxy formation process starts with the dual pairing process of so called dark matter black hole splinters created by the Big Bang nucleus explosion.
 Galaxy stability is assumed to be based on the external (new physics) dual dark matter

black hole configurations with a growing spiral shaped star and Super Nova black hole population in between, perpendicular to the dual Black Hole axis.

Symmetric Massless Axion Higgs Particles as the origin of everything

According to Quantum FFF Theory. (FFF= Function Follows Form at the quantum scale), 
singular rigid transformable string based Axion Higgs (AH) particles are the content and origin of the symmetrical splitting big bang into chunks of  AH particles (Dark Matter black holes) able to evaporate into smaller chunks and singular AH particles building the flux tube based chiral vacuum lattice. Colliding A-H particles specially at black hole horizons create pairs of Fermions called "production production"
