If Black Holes have no inertial mass, due to their non Baryonic Dark Matter Axion/Higgs content, then no rotational strain but only nuclear particle tension effects will take place during merging.

Dark Matter Black Hole Plasma tail propulsion, the origin of BH hierarchy in galaxies.

According to Quantum FFF Theory, Dark Matter is always concentrated inside small or larger ( non baryonic) rigid string knot based Quantum Knots called Dark Matter Black Holes. ( DMBHs)
These DMBHs, seem to be subjected to singular external gravity pressure from the oscillating (Casimir related)  Axion/Higgs field see:

Secondly Non baryonic matter ( DMBHs) should have no mass and no inertia effect, it has only singular pressure gravity from the oscillating Axion/Higgs field .

However DMBHs also seem to be able to produce baryonic matter by pair production (and quarks) called: plasma at the baryon repelling horizon.

As a result, in contrast with standard science, all DMBHs are equipped with a small or large electrical charged plasma cloud which is located inside a narrow horizon around the DMBH.

The electrical charge of the plasma horizon is assumed to be negative at the outside and positive at the inside, only inside our material universe, which is part of a symmetric raspberry shaped bubble multiverse.

Non Inertial Gravitating Dark Matter Black Holes and dual pressure gravity

According to Quantum FFF Theory, Dark Matter is always in the form of complex Rigid string based Quantum knot Black Hole nuclei or Dark Matter Black Holes (DMBHs).
Microscopic DMBH nuclei evaporate into Axion-Higgs dark energy vacuum particles like ball lightning and small short living earth bound comets seem to do.
Stable DMBH nuclei are growing by "eating" the gravitating ( oscillating Casimir/Axion Higgs) pressure vacuum they don't show standard mass related (Baryonic) inertial effects.
So: DMBHs show emergent gravitating effects ( only Axion/Higgs field vacuum pressure) but reduced- or  even none inertial effects.
The result is that  

1: Small DMBHs seem to concentrate around the central giant Galaxy BH like Signus A..  
So it seems that there is a dynamic BH selection process in galaxies. How? besides the reduced inertia capacity of BHs we also need a propulsion system for BHs ( plasma tails)  for such a Hierarchy process. For plasma tailed BHs see below.

2: Galaxy cluster mergers like Abell 520 (three clusters) overshoot and leaving behind their own Dark Matter Black Hole content by the lack of inertial capacity of dark matter ( BHs).
3 Large DMBHs come in the form of primordial GABHs  (Galaxy Anchor BHs, out of the splitting Big Bang nucleus) or as central Galaxy BHs gobbling ( eating) much smaller BHs without any trace or  LIGO signal . 
Conclusion: LIGO sees binary Black Hole mergers with very ( ( 1.sec) short lighthouse effect and the merging of neutron stars with much longer (30 sec) oscillating gravity based lighthouse effects.

Large or small DMBHs have the same non inertial potency (zero-Mass), however larger DMBHs are able to create a larger plasma tail for BH propulsion than smaller BHs.
The plasma tail in contrast with the BH has real Baryon mass, so it will be pointing and guided into the center point of the galaxy BH "attraction= singular sided vacuum repulsion" around the giant BH. 
As a result pushing BHs away from the galaxy center but with less result and power for small BHs than for larger ones.
Around the central giant galaxy BH ( Sagitarius.) however, the central point of galaxy mass has gone because only emergent Casimir/Axion/Higgs field pressure gravity remains. ( BHs do not emit gravitons). 
As a consequence, the pushing BH plasma tails become fluffy without the power to resist the attraction of the central giant BH.

Only the splitting baby comet (video below) is pushed against the high wind direction by a standard plasma tail, because it is supposed to be a "naked" BH without a massive nuclear ice shell.

Magnetic Sprite interference seems to be able to form Quantum Knots called Black Holes, based on the ability of magnetic rigid strings to form two kinds of interconnecting Higgs rings (below) .

Self seeding Star creation between dual Herbig Haro Hotspots ( BHs)

Open star clusters are assumed to be created in between Herbig Haro hotspots.
Such hotspots which we observe now, in our neighborhood are second- or third generation new physics micro black holes, according to Quantum FFF Theory.
Nature seems to have a self seeding mechanism of dual Herbig Haro hotspot creation. 
Small black holes are created around massive stars by interference of magnetic storms, also  resulting in cometary nuclei.
Comet nuclei crashing into stars seem to create and populate "starspots"in dual- or triple hotspot order.
