So, there is always some gravitational different neighbourhood around you where the velocity of light and Time is different from yours.

The conclusion should be, ( in contrast with Shapiro's questioning of the origin of the anomalies) that a bouncing radar signal from the surface of Venus does show small anomalies which are related to the Lightspeed relation of Venus's rotation speed around the Sun and NOT only related to our measuring position Earth. (see below)
