According to Quantum FFF Model, all newly formed Super Nova black holes are forced to leave its SNova Nebula to find an equal sized partner BH to form a binary Herbig Haro system with new star formation in between the two bowshock black holes.
If no equal sized partner is found, the BH will travel further out of the galactic gravity center guided and pushed by its plasma tail just like Earth bound magnetic interference Comets seem to do..( see below)
the larger ones will concentrate at the rim of the Halo able to form Globular clusters and even dwarf irregulars.
So, the lack of classical Cepheids in the inner part of the Galactic disk" is assumed to be : the lack of stable Herbig Haro systems which all are attracted to the Galaxy center.
