According to Q-FFF Theory however: 

The double  Quasar is connected by TWO former TADPOLE Black Hole Plasma tails, as is also found in the local universe but even in the early universe.

These Tadpoles are evidence for single black holes producing its own Plasma out of the Trapped Vacuum Horizon around each black hole, discovered by R.Penrose and translated by Leo Vuyk into Plasma Producing Horizon, at the outside negative charged creating the Birkeland Current carrousel. 

Q-FFF Theory says: Quasars are Black Holes special in the early as evidence for a Black Hole spitting Big Bang.

These triple hotspots in the early universe show already star formation in between the double quasar. The double Quasar can be found back in recent observations of galaxies as GABHs 

(Galaxy Anchor Black Holes)

How it is possible that Equal sized Black Holes repel each other and form 

Herbig Haro systems for star/ galaxy formation

GABH Galaxy Anchor Black Holes or Tandem BHs.

7: Equal sized Black Holes repel each other to form dust balls and stars in between and two dark matter SABHs outside.
