FRBs or HPFRBs are Hugely Powerful Radio Bursts (in Q-FFF Model) of the splitting process of black holes into two equal smaller ones (by collision of a smaller BH ) and able to form so called dual black hole Herbig Haro systems for star formation.
The largest FRBs will be found in the early universe as support for the splitting only Big Bang Black Hole into smaller string black hole nuclei.
The smallest FRBs are assumed to be found inside local Supernova remnants or nebula, as the splitting of former star spot black hole nuclei forming small or even dark stars.
The Big Bang BH will be split after reduction of the vacuum pressure on the BB nucleus being the former Big Crunch nucleus compressed by the vacuum slowly eaten by the BH, and reducing its vacuum Casimir pressure on the BH nucleus.

As a result, the two equal sized black holes do not merge again, but form a new Herbig Haro system, repelling both Black Holes Polarizing the intermediate vacuum creating an electric Birkeland fermion sweeping system able to form a star or a dust ball in between.
Why equal sized black holes doe not merge but form Herbig Haro systems?
Both BHs attract each other at long distance. however at closer distance both tails will flip to opposite direction pushing both away from each other.
In this info it is suggested that all equal sized black holes to not merge and pushed each other into two plasma filled BH jets guided by so called Bowshocks of Herbig Haro systems. (HH)
In such HH cases, only focused Gamma rays created by the jets could be observed, leading to very few examples we can observe as FRBs on earth.
All HH systems will start with two curved plasma tails meeting each other into a central your (brown or dark) star or even a Dust Blob.

However, black holes with a smaller than 15% RATIO seem to be absorbed by the larger BH without any Gamma signal just like the Sagittarius A small Hotspots..

By the dual pressure of the self created BH pushing Plasma tails at close distance, attracted to the other Herbig Haro Black Hole, pointing to it by gravity at last forming a plasma Bar in between as the start of the new star in between the BHs..
